extern.php, which apparently hasn't been working since I created this site, now works properly :P

Yes, because it views things like a guest. If guests aren't allowed to view the forums (like you have it set up) then you get a no permission error.

ok gotcha, i made a page like your homepage that shows updates and such, if i want to have if show the recent posts on that how would i do it, would i have to make a frame for it or what?

um i tried using frames in the custom pages and it wont work, i uploaded onto my website and it works there but not on custom pages

Because you can't put a frameset in the middle of a page, take a look at iframes
